Elm Grove resident Betty
Hunter exemplifies the vision, creativity, and
perseverance of numerous residents developing a
responsible
flood control solution along Underwood Creek.
While illustrating the value of a naturalized
Underwood Creek, Betty has supported an idea that
can provide flood control as well as economic and
environmental benefits within the spatial
constraints of downtown Elm Grove. The idea would
utilize the exiting underground Underwood Creek
channel for flood overflow while naturalizing a new,
adjacent Underwood Creek.
The inspiration to adapt
existing infrastructure began largely as a way to
reduce cost; however, the added benefits of a new
naturalized Underwood Creek could make the project
even more attractive. Not only could the plan solve
downtown flooding problems, but also a riverwalk
along the new creek would be a excellent open space
amenity that would tie the Village Park to downtown.
The planning process has
included an innovative partnership with
UW-Milwaukee's Department of Urban Planning. Dozens
of Village residents have been engaged in planning
activities and numerous stakeholders have provided
input through open houses, surveys, and other means.
The final flood control plan will result from a
community-driven and inclusive process.
Betty remains an active
participant in the planning process by serving on
the Flood Control Committee. The Flood Control
Committee is currently overseeing preliminary
engineering of three flood control plans. Two of the
plans include a naturalized creek component, along
with floodwater overflow and storage facilities. The
Village will complete preliminary engineering by
November 2003, and will be able to select a final
flood control plan shortly thereafter.
